Aged Care reform - Home Care Price Caps

The Australian Government has announced a phased introduction of price caps for the new Support at Home program, starting 1 July 2025. Price caps will be introduced in stages to allow the Independent Health and Aged Care Pricing Authority more time to consult and gather expert advice to shape these pricing arrangements.

Key Dates:

  • 1 July 2025: Providers will continue to set their own prices, as in the current Home Care Packages Program. A pooled care management funding model (10% of ongoing classification funding) will also commence.
  • 1 July 2026: Government-set price caps will come into effect.

Transition Year Plan

  • 1 July 2025 – 1 July 2026: Additional consumer protections will ensure fair pricing during the transition.
  • January 2025: Consultation with older Australians, consumer advocates, and the sector begins, alongside a survey of prospective provider prices.
  • March 2025: Further pricing information will be shared.
  • From April 2025: Providers will discuss service agreements and pricing with home care recipients.

Consumer Protection Measures:

  • Agreement required for any pricing changes before 1 July 2025
  • Hidden fees banned.
  • Co-contributions capped.
  • Financial safety nets for those unable to contribute.

What is the Support at Home Program?

The Support at Home program is part of the Australian Government's aged care reforms, replacing the Home Care Packages (HCP) and Short-Term Restorative Care (STRC) program from July 2025, and the Commonwealth Home Support Program (CHSP) from July 2027. The aim is to simplify and integrate in-home aged care services.
